While the Council have no reason to suppose that the Government of Hong Kong will be unwilling to accept such an arrangement, they would be grateful if Mr.Secretary Malcolm Macdonald would be willing in the circumstances referred to above to use nis good offices with the Governor of Hong Kong to ensure that the site is made available for the early commencement of the necessary Works services.
